Enforces privacy for whispered and self targeted chat messages by hiding them from those they're not for, eliminating new message notifications, and silencing the roll sound of unseen rolls.
Includes option to keep blind rolls partially visible to author, default enabled, to avoid issues with uncertainty of the roll happening.
